I worked at a video store when VHS was still a thing, and 99% of movies that came out on VHS would cost $80 - $120 for some initial period of time, before going on sale for $20 or whatever to the general public. Pretty much only video stores would buy the tapes in that period. So most movies were initially only available to rent, not to buy, for most people. There were a handful of films, usually blockbuster (little "b") movies, that were available at a normal retail price upon release.
