I think the key here is those guys are college kids, not high school kids. So there's no fostering happening. It's a boarding house. They pay rent in exchange for food and lodging. Lee Chan is the only one in high school there. The guy with the chin length hair is Lee Chan's older cousin who is also in college. Lee Chan, the cousin, and the grandma are the only ones related.

It’s common for students from other regions of the country to rent out a place like that during college if they study in the city or at a place from their hometown. I guess that’s something common in Asia than the US. My mom also runs something similar too. Not all schools or universities have dorms here. So that’s why most students go for that type of lodgings. Hope that makes sense 😊
