2022-10-21 07:41:20 +0000 UTCThe Underground City is located underneath the center city, so where the rich people stay and where the Military police are based as well as where the King/Royal family live. So basically the safest area where Titans have not gotten into so far besides obviously Eren and Annie at the end of season 1. Also those that live underground are very poor so they don't have the equipment appropriate enough for them to climb out of the area where Levi and his friends set the bird free without possibly falling to their death. Plus if they do manage to escape through that area, they will be at risk at getting caught by the Military Police since only the rich live above where they're located underground. The chances of them getting caught are very high and they will be punished severely by Military police since they will stand out and obviously won't have the permits for residency to live above
