Of course, it is possible without graduating from the Military Academy, but in that case there are kind of restrictions on promotion, etc. (In order to enter the Military Academy, you must have a high SAT score). Dae-young didn't get to military academy but only got GED instead. In that case he will have restrictions on promotion. The commander is very proud of his military family(including his daughter) so he is happy with Si-jin(big boss) as he can be promoted to a commander someday while Dae-young can't.
