Jessie was fed up of losing and losing to Ash. She even lost that much that Team Rocket gave her an ultimatum. Pokemon battles weren't clearly her thing but... How about using that shrink ray Team Rocket had developed?
Ash and Brock didn't stand a chance at all. They got shrunk and they could not give orders to their pokemon, so Jessie beat every pokemon without any effort
"HAHAHA look at you, twerp! Defeated and without your pikachu to help you. You look even tinier than before! Don't worry, team rocket will take care of your Pikachu and you should focus on your new master for your own good! Lick the sweat of my soles!
