This looks like the "Hinomoto Oniko" character the Japanese came up with back when the Chinese were protesting Japan and calling them "Japanese devils"「日本鬼子」. The Japanese fought back by creating a female moe character based on an alternate reading of the kanji, where 日本 is read as "Hinomoto" and 鬼子 is read as a female name, "Oniko".
