When Buggy refers to the top earning giants that quit, he was referring to Harijudin and his crew from Dressrosa. We saw at the end of Dressrosa Buggy freaking out cause they joined the strawhat grand fleet. We just haven’t really seen Harijudin’s crew yet, except for briefly in a shot during the Reverie when Sai and Leo were talking about the Grand Fleet. Also, cause of what Sabo did in Mariejois and some countries rebelling as a result the animosity toward the World Government and Navy has gone through the roof. So, Cross Guild is actually a great idea by Crocodile, since they need the money to pay out to anyone pirate or regular citizen who captures or kills one of the marines who has a bounty. It’s actually a really smart plan and I’m assuming Crocodile asked Mihawk to join not just cause of his Status but apparently as we just found out in this episode he use to hunt marines before becoming a warlord so much so that he became know as the Navy Hunter.

Warlords taking over and causing misery in Alabasta and Dressrosa is what caused the abolishment of the Warlords system. (King Cobra and King Riku suggested it during the Reverie meetings, as was shown during episode 957)

Imo, he would’ve had that bounty whether or not he joined cross guild, considering his reputation in both power and threat as marine hunter and ex warlord.
