This is exactly correct. Either that thing had to be subjugated/defeated, or both the sorcerers involved in the ritual had to be killed.

2023-11-25 12:05:46 +0000 UTCThe way I understood how things happened last episode is that Mahoraga would have disappeared after killing Haruta since at that point it would have killed all the sorcerer's involved with the subjugation ritual. Megumi summoned it because he was so sure that after it killed him it would kill Haruta and that would be the end of it. I really doubt he would unleash something that could cause so much mass murder in the middle of a city unless he felt confident it wouldn't go out of control.
