I'm late to the party, but yeah, hypoxia is low oxygen in the bodily tissues. This was caused by Ippo making all those punches continuously without rest. The challenger seems to have quite the cardiovascular endurance, shown by him diving for 13m in the ocean, so he could punch as much as Ippo did, but endure it more.
