The way I see it, we gotta remember that overall devil fruits aren't too common to come across in the O.P world, lots of ppl have never seen or heard of D.Fs. We're watching the story which is showing us the best of the best so we're going to see a lot of DF users(and haki). So Shanks might've just stole the DF from the World Govt. ship just because DF aren't easy to come by, and probably the fact that if the W.G had a whole escort for a DF, it must've been something good.
