spot on but 2 things is they themselves didn't ask for the heavenly pact, they were born with it and maki is exactly the same, she has zero cursed energy too. Toji is just more stronger because he is more experienced and older

It is a heavenly pact just like how mecharmaru body was born how it was in exchange for a lot of cursed energy. Toji and Maki have no cursed energy in exchange for superhuman strength

Heavenly pact is (simply broken down) sacrificing something to gain something else. So in this case sacrificing cursed energy to enhance physical abilities. There was also a student in season 1 called Mechamaru, he sacrificied his body to gain alot of cursed energy and being able to use techniques over long distances. It will be explained more in detail in the future but thats the basics :) great reaction!
