I'm so glad you understood the Big Mom and Tama thing. There were a lot of people (including myself) who didn't like the idea of Big Mom fighting the Beast Pirates. But this is all consistent with her character that we see in WCI. Loyalty to her and sweet food over everything and everyone else.

BM taxes the people and goes on hunger pangs, but aside from that the people live in a paradise. In Wano, the people are starving and drink poisoned water.
