No one is wrong in saying he’s an emperor or he isn’t, because we don’t necessarily have a standard for judging what makes an emperor

It was just written in a news paper by that bird guy from WCI who clearly just wanted to ruffle some feathers (no pun intended). Pretty much every prominent figure who saw the news said it was BS. So realistically, technically, Luffy isn't an emperor at all, but some people who believe the news might consider him as such
