He is actually mentioned by the Kid, Apoo, and Hawkins alliance, since the reporter "Absa" leaked the news of their alliance to the press (episode 629), you can even see a ship with the Thriller Bark Jolly Roger fleeing the scene shortly after.

He was not necessarily rescued by him, just like when Luffy broke out of Impel Down and some prisoners just happened to get out because of it. Tesoro might've gotten his hands on that devil fruit within Mariejois and ate it. Then he gathered a lot of gold to build Gran Tesoro before making some sort of a deal with the Celestial Dragons just like Doflamingo and he's been a part of the underworld trade ever since.

That's how I've seen other reactors do it :/ Reacting to great and popular content can sometimes be a hindrance LOL
