Ace happened to find the fruit in a desert island on the East Blue where he met his first member of his pirate crew Masked Deuce. They both were starving so they split the fruit in two and ate it not realizing it was a devil fruit. The first person to swallow the fruit gets the power so Ace got the devil fruit power. Weird how an extremely powerful devil fruit like that was found in the weakest sea.

Luffy couldn't even get into the New World 2 years ago and even if he did, he probably wouldn't last long because he didn't have the power up and so was the rest of the crew.

As you saw, when he threw that ball and everyone thought it was a bomb, they only cared about saving themselves, disregarding all other lives. The fact that he did that proved it.
