It can be a bit of both, but most often, localization is the culprit in the oddities of JRPG (or any game originating from Japan) dialogue. Very frequently the delivery is not properly localized. Because like many languages around the world, it's not jsut what you say, but also how you say it. And all sorts of contextual and emotional sub-text cues either don't translate, or don't get translated properly.

The dialog in JRPG's is pretty terrible, it's a real failure in the genre. I don't know if Japanese just doesn't translate to English that well but it is always so wooden and unbelievable, I just don't feel like anyone speaks the way they do in these games. They usually compound this with extremely irritating children who for some reason are main characters and fight to the death on a daily basis.
