its actually legal in a ton of places for cousins to hook up. in fact america and china are the only large notable countries where it isnt, and its only illegal in like two thirds of american states. (ie its legal in canada, the uk, japan, australia, and basically everywhere else). the reason for this is that first generation cousin incest isnt actually noticably bad for the child. the problem starts to happen when you get second and third generation incest, meaning 2 cousins have children, and then that child has a kid with their cousin. As long as cousin marriage is kept below a certain point, then there isnt anything actually wrong with it. its just in places where it was super common, like china and the us, where it became bad enough to where it needed to be banned
