I've always thought Kongo's ojo-sama laugh was most inspired by Naga the Serpent (from the long-running 1980s Slayers OAV series) who has a similar role, black-hair appearance, and an iconic laugh. Take a look at a Naga clip on youtube sometime.... (there are entire videos devoted to her doing the laugh.... (Kongo is a much nicer person than Naga, though....)
