Misaka's self-sacrifice plan might actually have worked! The calculations on 20,000 clones = 128 Misakas were based on Misaka having a loss in 185 moves. If she loses 185 times faster, this might suggest they need 20,000 * 185 = 3,700,000 clones, minus the 20,000 already, or 3,680,000 new ones. At $1850 USD per clone, that is $6.624 billion USD for a "chance" of success, which could break the budget. In addition, source material says Academy City has a population of 2.3 million, so eventually having 1.4 x more Misaka clones than the entire city's population may eventually prove difficult to conceal, not to mention that murdering that many clones would take literal centuries instead of years.... not to mention causing problems sourcing their equipment and clothing.

Most average people might get one right out of a set of cards by chance. There by making them technically stronger then he. Not physically strength. He spent multiple hours in punishment because of those cards. And he had to get some amount right (I cannot remember the amount)
