Yes Lakan absolutely does now, and Maomao can certainly be elevated in status. But the circumstances of her birth are what we are talking about. That is what "lowly birth" means. She is a bastard whose high ranking father didn't even know she existed for years and her entire life until this point was that of an impoverished commoner in the pleasure district. Even if she becomes Empress, she is still of lowly birth because that refers to her origins, not her current standing.
