I think someone said the author originally wanted (or even did) to kill off Haruka and didn't really know anymore what to do with him or something. But at that point the manga was already kind of popular and so Haruka was allowed to life. Sounds reasonable, since this really looks like nobody knows anymore what to do with this anime now. At this rate, I would rather watch that "healer who was banished" shit.
