2024-10-24 18:46:35 +0000 UTCThe Magic and esper thing was explained in Volume 1 (Index Arc) though the most important part (the technical part) was butchered. The reason why Magicians can be an Esper but the reverse can't happen is simple. An esper going through the esper program, will have their brain developed, because of that the structure of their brain became different than that of normal humans, which is simple to understand why, because espers always have to do massive amount of real time calculations after all. Because of the difference in the structure of the brain, if an Esper use Magic, their blood veins will pop leading to fatality (likely). Simple as that.
