While still impressive that he is able to react to Misaka's lightning, equating it to the speed of light is off the mark by several orders of magnitude. Also, I think it mentions it later on in the series, but the way he blocks it is by making his hand act as a lightning rod by holding it out in front of him; even though Misaka can manipulate electricity, she can't change the fundamental properties of it.

It sure can be a bullshit power at face value, but they don't understand the meaning of fighting with the Imagine Breaker only being in your right hand. I think with Imagine Breaker in the hands of any other random student they'd have been killed a long time ago. Its the same with Accelerator and his vector abilities. Having the power to transform vectors wouldn't mean shit if I don't the theory and logic behind how different vectors work. Without being able to make calculations, especially during a combat scenario, I'd be fcking dead cos I'm dumb asf lol. I don't know shit about math and science. This man Touma can react to and negate Misaka's lightening ability flying at him at light speed. His Imagine Breaker is only in his right hand, so he'd have to react accordingly in time to bring his hand up and hold it at the right place in order to prevent getting hit. This is a fight scenario.. so Touma has to be presise with his timing when defending against powerful esper/magician attacks.. and on top of that has to be creative with moving around and observing ways to find an opening and use his right hand for offense at close range. His one weapon AND defense only work at close range. The rest are all human movements and presise timings in a fight. This is a city FULL of powerful espers where fights go down differently and your strength is determined by your esper abilities.. that alone should speak to how incredible Touma is. This is why Touma's fights are the most interesting in the novels. Reading his thought process as he makes observations of the battle and his actions to counter or surprise his opponents throughout the fight are very intriguing.
