The spell is done, but to chant it, you'll need to take into account of everything in existence and it will take centuries to finish chanting it, and in the process you might make mistake. Aureolus obtained that power through the application of the Gregorian choir (yes, that thing matters to the plot) to be able to finish chanting it in just 7 days using the students, that's why the science religion exists, the chant is probably turned into the teaching of the religion, though because he obtained it through cheating, the spell itself isn't as finished as it should be, so he needed the needles to keep his mind clear to be able to use the power effectively as in he doesn't have perfect control of his power, aka the thought -> reality process, it just happens without his control, this might also be the reason for his "affirmation" style of talking, to make himself believe in what he's saying so that stuff won't go against him. If he had finished the spell, he would've become "spoiler stuff". Again, a heavily butchered arc, these things I explained to you are super minor LN spoiler stuff, something you should've known but the anime butchered too much for you to know. 1 of the 2 arcs that's butchered to the point that the story nearly completely changed (the process at least, the opening and results is still the same). I'm glad that they still included just enough information for you to make theories on why the Misawa Cram School is relevant in the anime. Oh, right, on why the espers get scratches upon using magic, they explained it in Arc 1 (the Index arc) more clearly than just "talent vs non-talent", though I won't explain it unless you want me too, you can look this up on the wiki without getting spoiled.
