The school students are espers of Academy City. And Izzard is using them as tools for his experimentations. But the thing is.. he's making them use magic. However its already been established in Arc 1 that espers shouldn't be able to use magic. That student being cut up is a direct side effect of an esper trying to use magic. It was alot more brutal than just "paper cuts" in the novel tho.
