Wow, it's been a long time since I've seen such a poorly adapted rules explanation. This is giving me Cote special exam flashbacks. It's basically quite simple: each regular gets a bullet. If you shoot someone in black mode, that person is eliminated from the workshop battle, and you get to participate. If you shoot someone in white mode, they can take part in the workshop battle instead. However, this requires two white bullets, as otherwise all teams could simply shoot each other. To be able to use the white mode, it is therefore essential to capture bullets from other players. Especially since the workshop battle is a team event and every missing member reduces the team's chances of victory. Relying only on black mode avoids the need to hunt for additional bullets, but also carries the risk that teammates will be hit in a gunfight or that you will misfire and be eliminated.
