Elmesia has no way of confirming that Rimuru has awakened as a TDL. Considering Rimuru joined the Demon Lord Council just a couple months ago, it would be natural to assume that he has yet to Awaken. Given the info that she has, it is very probable that Diablo (a named Primordial) is currently stronger than Rimuru, and Rimuru would have no way to stop Diablo if he truly went out of control. As Selwyn previously said, anyone who knows Noir and his lineage understands that they prioritize their own entertainment, and it is very possible that Diablo is simply here on a whim. Meaning Rimuru has no real control. Basically, her surprise is entirely justified since she does not have all the info we do as viewers. She is an incredibly intelligent being in this world and she is worried about Rimuru's control over Diablo. We should take this as the correct view of the situation for those in universe.
