Incorrect, for Rem, it was revealed in the Sloth IF story (iirc), Rem got her ability to smell the miasma during the night of her village being attacked. Some random person, I don't remember who, maybe Zarestia or someone similar, came to Rem and then did something to her, giving her the ability to smell the miasma. They did it to her and one other Oni (i think the other Oni was in a different village attack). Regularly, Onis cannot smell the miasma. I'm not sure about the other characters though.

I believe that the horns of the demons make them a bit similar to Withfiends, and thus Rem can detect the smell. Ram hasn't indicated that she can and that could be due to her lack of a horn. For the others that can, I would suspect some kind of connection to something that could grant the ability.. Like for the Cult members, it would make sense if someone at the cult grant them that ability.. Otherwise it could be that people with the miasma can detect it as well, but I don't think Subaru has mentioned being able to smell it...
