It is kind of implied, since they only showed him denying to say it when they first kissed and later showed him saying it after killing the whale. This way of storytelling implies that he actually was stalling the whole time. If he said it, for him it was not good enough as a kokuhaku, so he went all out after killing the whale. Jf he made a good proclamation of his love earlier, it should have been shown through the flashbacks, since it would have been as significant as him not telling it earlier.
