I haven't reread that particular volume in awhile, but I remember it was a surprise for everyone when they made him so look-alike in anime xD It wasn't the intent as far as I'm aware

They had to ignore some of the plot points from the books to do it too, in terms of how underworld works, but at least it was fun. Author made a few small side stories about these characters too, so they are canon as a whole, just not in this exact way in the books.
