real quick,. in the US at least, simply having illegal parts is still illegal. Machine guns are illegal in the state without a very expensive permit. if you bought a modification kit to turn a semi auto into a full auto, you'd be guilt of CONSTRUCTIVE possession. Essentially the intent and means to create an illegal weapon is enough to construct possession of one. Do not take the gun nerd for legal advice.
