In my (always correct) opinion, at this point Rimuru and Hinata are pretty damn close outside the barrier. Inside Rimuru obviously has no chance and Hinata wasn't even trying particularly hard but outside is a different story. In terms of combat power they are both on the low end of what we would typically expect from True Demon Lord level beings. Hinata is an absolute beast. She is a prodigy who surpassed Shizu in a month when she first came to this world and now has a decade more combat experience, training and stealing abilities under her belt. Add her legend grade equipment on top of that and she is well above a typical Demon Lord Seed level character like Clayman, Frey and the Orc Disaster. Rimuru is powerful but inexperienced and does not know the true extent of his abilities. When he gets serious, he is carried by his skills and his crazy versatility. He has already defeated a Demon Lord Seed level opponent in the Orc Disaster and this is more than a year after that. In the meantime, he has powered up even more by analyzing Charybdis, the Sky Dragon, the greater Light Spirit, etc. They do not show this in the anime, but he also trains a lot with Hakuro and Milim and tests his skills and magic on his own. His highest combat potential right now is when he uses auto battle mode to have Great Sage take control. She just understands his abilities better than he does and her insane calculation abilities and control over skills and magic make her an absolute force when she has full control of Rimuru's abilities. But make no mistake, that is still Rimuru's power because Great Sage is just a skill of his so it still counts as him. Both of them going all out against each other outside a barrier would be a great and close fight at this point!
