"mom tied haruno down and told me to do what I want." caw: so mom is tying both of them down I know reading is difficult but it's just one simple sentence man. basically the issue is the opposite of what you said. Yukino's mom didn't control her life. She had all the freedom in the world to do what she wanted and the only thing she had ever wanted for herself was the only thing that she could never have. Yukino never had really any guidance on what to do with her life except for that one thing she couldn't have, had to decide on her own but couldn't, so instead she just attached herself to other people. Never developed her own self. At first she followed her sister around, then she began to do everything the direct opposite of her sister, and then she started to follow hachiman (Hayama's "that's all it is" in ep2x11 and then Yukino using hachimans words when calling Haruno from Yui's room in ep 2x12)
