It was hard to catch, but the pills Zenon ate weren't the same as the life pills, (they said it earlier in the episode) the ones he had were the ones that had adverse side effects, so kind of like crappier versions of the ones that could only have 12 made per year. That's one of the reasons they all want into the Rounds, to get the life pills.
