This. Another way is to explain that you need VERY strong will, mind and body + being young + having special soul connections to body (cloning fails) to just start your magical path. Another thing is that due to specifics of "circuits" (connections of soul to body), your element and origin you can have many magic field that are closed to you and some that are very compatible. Imply that Reverse-Side of world is like Immaterium (freack out more plz) and powerful magic families have lived for thousands of years and due to limiting spell knowledge makes it stronger, and fact that "bloodline magic" like in bad HP fanfics is fact (and it is not purely genetic thing) it means that it is hoarded hard. Furthermore powerful bloodlines train their children so hardcore that Siths are lame in comparison with special brainwashing toward saving family secrets at all cost (you will get entire Protectorate teams killed + destroyed cities for any kind pressure toward "lawfully arresting assets") even from one powerful ancient family.

But that is only enough slices for the thousand people who know. If suddenly a million plus people learn about the cake? Suddenly each slice isn’t even enough. For a person to TASTE THE CAKE! Then explain that beyond that everyone learning magic would be a disaster as out of a million plus people only about six might survive learning. Explain one of the foundational spells can literally make you explode if you do it wrong.
