My hypothesis: Whitney's storyline scored low but is actually one of the favorite storylines, just not many people's ACTUAL favorite.

She isn't slotted to have her own standalone storyline currently (minor character) but things could change / she could always show up as a side character more than just in Nicole's and Maya's storylines!
