Maggie's decision was harsh and potentially cruel, but she wasn't wrong about them not having the ammo to clear the walkers. Look how many came in after the door came down. Like you said, the issue wasn't that they didn't have time to let Gage through, it was the fact they wouldn't be able to close the door again after, and there was a dead end on the other side (before Daryl got there and save them). They would've been cornered and killed before Daryl got to them.

Not very often we get to see Daryl roast walkers with a handgun, so that was a fun change up!

The immigration process is always annoying, let me tell ya xD. Maggie absolutely had the power/ammo (especially with Gage alive and helping) to get through those walkers. She definitely lied. Gage's whispered 'liar' also has to be a callback to when the governor did the same before killing Hershel (which I'm sure Maggie remembered in that moment). I think a part of Maggie wanted Gage dead partly to punish Negan a little bit, seeing how he helped Gage earlier, stood up for him, and then jumped in to try and get the door open. Both Maggie and Negan have had leadership of big groups before and have had to be brutal to keep them alive, they understand each other better I feel like. I didn't feel like Maggie was ever going to kill Negan when she got back because she knows they need the numbers, 'people are a resource', as Negan said. She was definitely holding herself back, which I feel like only Maggie could do, considering her dad and peaceful upbringing. Negan is lucky as hell that Maggie is who she is. And I love that they keep Maggie so in character bringing her back while also adding details that make her colder now from when she was on the road. I honestly could listen to Lauren Cohan speak with that accent all day, I love what she does with it and how deep it is which makes sense to me because her family lived in rural Georgia for their whole lives. There's so many deeper accents in the south US in farmland/rural areas. Even in interviews Lauren Cohan will do an American accent and you could not tell she's British! Josh McDermitt as Eugene kills it here! So fun fact, McDermitt also produced some episodes of TWD, and the actor of Abraham directed a lot of good episodes too! Such a talented crew of people!
