Raffle deets need opinion

Okay so, since i'm doing a handful of people this month and last month for the nsfw raffle, since I forgot about that perk until last month, i want to make it equal to everybody so that it doesn't end up being the same people over and over again. Normally it'll only be a single person pulled, and I am using a random wheel to pick but still, I worry about any sort of unfairness or rng bias in the system, and I want it to be fully transparent and honest !!
SO the question becomes:
Should I implement it so that the folks/person who won the previous month is taken out of the current month's running for that month?
For Example: if x person wins in june, should they be kept out of july's options, and put back in for august?

That certainly sounds like an option yeah! especially since it'll just be one person at a time after this month, I don't think that would skew things too unfairly! I for sure want everybody to have a fair and equal opportunity throughout the year to win so that it doesn't feel like i'm favoring anybody because of random chance u.u
