The arms are flxed due to the weight of the bar but also from the training that's taken place using them, blood vessels ready for bursting. The pecs are 'hodden' behind the top but also displays the sheer size of the guy and his neck has vanished with the pecs so blown up. Those hams of fists show the sheer power of the guy as well...
