That's the entire point of OPM though. In the OPM universe he could one-punch a Super Saijin 1-trillion Goku-Superman fusion because that's the gimmick, his power literally comes from being a satire. Kind of like the One-Above-All in Marvel he transcends anything in his universe.
Now take Saitama and put him in another universe and he's just a decently athletic bald human.

Saitama is just super strong/overpowered in HIS world. Im sure Superman or Goku could keep up with him in a fight just fine. He would not be one shotting either of them

Mumen Rider is a play on Kamen Rider and the word "mumenkyo" which means unlicensed, because he doesn't have a driver's license. One of the conceits of the story is that Saitama never gets the credit he deserves, but he does inspire people like Genos and Hammerhead despite his own onui. -Q.
