Combat Response.
As V-Corp begins to grow in numbers and thus power, the Standard Combat Unit ranks need to be allocated where they are needed to service the BAU activities of the business. While HQ Sectors still provide large numbers with regards to major response, smaller response has always been handled by units on standby in their respective Sectors.
Continued harassing attacks not just by V-Corp but by CPD, Zuvic and even KTS have seen wholesale numbers of Standards clipped off via expenditure in these attacks.
This has resulted in Standards being moved from operational activities to standby duties resulting in Standards being moved from HQ sectors to replenish expended slots.
There for it was identified that a dedicated response Unit Type was required.

Today's Standards just don't know how good they have it! Now they're even allowed to wear thigh armour! Maybe Vanessa would have stayed loyal to BFC if they'd made these reforms sooner?
