There are 4 things to do to help Ferox. Destroy his camp on the overmap, retrieve the supplies on the overmap (bottom right corner) and return them to one of the humans in his cave, pester an orc in Derugial's City Center with a message for Yuma until he fights you, and then steal some documents from Yuma's room. Divine Assistance needs commoner and religious compliance to be at a certain level in order for it to work, but you have to talk to 5 people around the city inside the church, the royal district, and the commercial district. The Trade only happens when you've finished basically everything else in Hypatia and are ready to begin Hikari and Erina's full corruptions.
