You don't just hire an assassin. You hire an assassin through people with money funneled through fake accounts so that nothing can be traced back to you. Eleanor and kingpin are both high society. It's all that makes sense since the intention is yes Eleanor made the decision to hire a black widow assassin in order to prove to the viewers she is bad

This was Kingpin's introduction/transition and soft-reboot of his character from the Netflix Daredevil series into the MCU played by the same actor. He's a powerful villain and the head of organized crime in New York

Phase 5 then begins with Ant-Man 3 if I remember correct, but that's a bit in the future.
