They straight up refused him and treat him like shit since beginning. Steve Rogers would've at least tried to help John and put him on the right way. John done nothing to them except help them out and offer to work with them.

Thats why he wanted revenge against the Avengers. Its been a while since Civil War so its easy to forget certain details. Hope this counts as a refresh.
