The writer and director Nicholas Meyer looked at all the villains in the series and picked khan as he was one of the only ones who actually was still alive and felt his story could be fleshed out more. He ended up becoming the most popular villain in the franchise after this.

This was at an era when Star Fleet became much more Militant to reflect the rise of conflicts across the galaxy along with the overall design of the ships. Instead of explorers we're more or less a Militant force something that goes against what Star Fleet stands for. ORIGINEL SERIES: Star Trek Original Series - 2265 to 2270 (SHOW) Star Trek: The Motion Picture - Between 2272 & 2278 (MOVIE) Star Trek: The Wrath of Khan - 2285 (MOVIE) Star Trek III: The Search for Spock - 2285 (MOVIE) Star Trek IV: The Voyage Home - 2286 (MOVIE) Star Trek V: The Final Frontier - 2287 (MOVIE) Star Trek VI: The Undiscovered Country - 2291 (MOVIE) NEXT GENERATION SERIES: Star Trek: The Next Generation - 2364 to 2370 (SHOW) Star Trek: Generations - 2371 (MOVIE) Star Trek: First Contact - 2373 (MOVIE) Star Trek: Deep Space Nine - 2369 to 2375 (SHOW) Star Trek: Insurrection - 2375 (MOVIE) Star Trek: Voyager - 2371 to 2378 (SHOW) Star Trek: Nemesis - 2379 (MOVIE) For the Next Generation timeline alot of the movies take place in between the events of other shows and episodes so there's alot of overlapping dates compared to the more straight forward original series where we had a single show and then six films. Next Gen had of course Next Generation but also Deep Space Nine and Voyager and then four films, little more complex. MODERN STAR TREK: Star Trek (2009) Star Trek Into Darkness (2013) Star Trek Beyond (2016) And finally the modern Star Trek films. I'll leave out the date for these along with any mention of plot or how they fit into the greater Star Trek timeline. You'll learn all of this when you watch the films.
