if you look at the map yelena shows in the flashback or the map from the previous episode at the port on paradise, you can see that the marley continent looks basically exactly like an upside version of real-world africa, with paradise island as madagascar. in some of the panned out shots of the map you can even make out the middle east and india. when yelena shows eren where fort salta is, it looks to be deep in southern marley, or near the sahara in real life. africa/marley is huge so i imagine much of it is conquered or colonized nations, but i think technically they'd still be marleyan. my original thought was that either they were marleyans stationed at the base already, or maybe everyone on the continent has just been fleeing south for the last few days now. i'm kind of splitting hairs but just because the politics of marley seem interesting and the map is intriguing since it's rarely shown.

My interpretation is that all the Marleyans are dead at this point. They have mentioned several times that the Marleyan continent was destroyed. I think Annies dad and that train is the last remains of Marley. The people who just attacked Eren with the blimps were the united nations I think.
