they definitely dont want to eat Zeke, Eren needs him for his goal to be achieved however after the last episode the scouts no longer trust Eren and have put him in jail. Levi has Zeke in the forest hostage for the time being. Essentially the entire military is doing background work to determine if Eren and Zeke can be trusted because only they know what their end goal is. In episode 6 when Mikasa first arrived at the fight she said to Eren "please come home" This makes it clear that Eren has been alone for a while
