Historically (In real life) that means distant relatives to the Royal family that are honored and granted higher status, but are not in line to take control. Royal families would also sometimes grant "nobility" to certain people for different reasons like gaining social status, wealth, helping the royal family through business, politics, warfare, etc. So this essentially reveals the Reiss family is actually the true royal family and not just a well off noble family with no claim to the throne.
