I don't think Shunsui gets enough recognition for his moment giving Ichigo's friends soul tickets. First of all, he personally came to the living world himself to meet them. Secondly, even though the chance of Ichigo not being able to come back is highly unlikely, Shunsui let them know whats going on anyways. Remember in the past Ichigo would hide everything from his friends and now he wants to be transparent and Shunsui understands and honors that on his behalf. This moment was special and Yamamoto would've never done this. It shows how different Shunsui is as the new head captain.

Honestly I think the majority of his showing was his fight with Tousen more than his end. His end would have been pretty like..solid but unremarkable had the fight with Tousen not happened. He got more limelight in that fight than in his final one in my opinion.

So it sort of was said in the episode but its never fully explained in the manga what happens to Sajin. But basically, no he is not dead. As it said when he transformed into a dog, he is without a voice. He has his memories, and he can think, but he is unable to interact with anyone. He is essentially a dog with Sajins conscience, unable to perform duties as a soul reaper.
There is more to that but I'll refrain from saying as it could be seen as a spoiler to the series.
Sajin was never really a prominent character in bleach, always a little to the side, but Kubo really managed to make the end of his character extremely impactful. Genuinly just fantastic writing.
