Completely overhauled Penny's serum routing
All Penny's content is left the same, however position has changed
There are a couple dead ends in Penny's serum route currently
This is a bare-bones dev build release, that has not yet addressed reported issues or added new content. Right now we just want to make sure the lights turn back on!
